Jiande Cultural Center is a significant urban landmark. It sits in the eastern heart of the city, nestled between the newly developed Qiaodong business district in the north and a picturesque landscape of rolling hills along the Xin'an River in the south.

The site is elongated, spanning 600m from east to west and ranging in depth from 60-140m from north to south. It is situated along the riverbanks, facing an approximately 280m-wide water surface. With an above-ground floor area of approximately 31,900㎡, this municipal cultural complex comprises four facilities: a library, a museum, a women's and children's activity center, and a youth activity center.

The water of the Xin'an River originates from an upstream reservoir and maintains a stable temperature year-round. As a result of seasonal temperature fluctuations, the river's surface is often shrouded in dense fog. Reflecting the aesthetic essence of the misty landscape, the design embraces the ethereal qualities of the fog as its guiding inspiration. The main functional spaces are elevated to the 2nd and 3rd floors, while the ground floor is released, creating a connection between the pedestrian circulation, urban roads, and the waterfront landscape. The entire structure resembles a winding ribbon that gracefully “floats” above the site. To align with the urban context, the northern interface breaks down into smaller individual components, blending with the scale of the surrounding buildings.

The ribbon-shaped canopy roof provides pedestrians with a "sheltering wing" and creates an inviting space for various activities. Its 40m arc span forms a striking frame where the central plaza intersects the urban axis. To enhance the visual relationship between the city and the natural surroundings, the span structures are minimized to four 14m-tall steel columns.

The traditional perception of cultural facilities as solemn, sublime, and dignified has evolved into a more inclusive and accessible communal platform. The Jiande Cultural Center responds to this shift by offering transparent and interconnected spaces, embodying a cultural landmark that is light, elegant, gentle, and appealing.
